The Governance OoV is manifested through the veCRV voter’s ability to affect weekly (nominally daily, but the weights are only updated weekly) CRV emission distribution to reward gauges (and through them, to the users who stake the associated Liquidity Provider tokens). In addition, voting on proposals and community fund usage is also covered by this OoV.

The Risk Exposure OoV represents the requirement to lock CRV for up to four years (and possibly as little as a week) in order to convert it to its active form of veCRV. The conversion rate is constant, so the voting power gained linearly depends on the locking time.
